NYC Existing Building Code – Overview (Local Law 33 of 2026)
On June 11, 2025 NYC Council introduced proposed legislation to establish an Existing Building Code (EBC) governing the repair, alteration, change of occupancy, addition to and relocation of existing buildings. Local Law 33 of 2026 enacts the NYC EBC, replacing the outdated 1968 code with a modern, simplified framework for regulating alterations, renovations, and maintenance of existing buildings.
All About the EBC: Module A (Course #S093025, Expires 9/22/28)
Participants learn about the organization and structure of the EBC, how it changes the overall regulatory scheme for existing buildings, new compliance methods and triggers for incremental upgrades. Learning objectives: understand the origins and purpose of the NYC EBC; recognize the structure and scope of the EBC; apply the Work Area Method and Levels of Alteration; navigate the compliance process for limited alterations.
EBC Beginning Chapters: Module B – Administration, General Requirements & Limited Alterations (Course #S100925, Expires 9/22/28)
Second course of the 6-part training series. Covers revisions to administrative provisions, key concepts and general provisions pertaining to work on existing buildings. Introduces new concepts of work area and alteration levels. Participants learn which allowances will be carried over from the repealed 1968 Building Code.
EBC Charting the Compliance Path: Module C – Work Area Method and Levels of Alteration (Course #S101625, Expires 10/8/28)
Third course of the 6-part training series. Covers EBC Chapter 6, the roadmap for compliance. The chapter introduces Work Area – the key concept in this Code that determines levels of alterations and its replacement of alteration cost criteria.
EBC Everything Alterations: Module D – Alteration Level 1 & Level 2 (Course #S102225, Expires 10/8/28)
Fourth course of the 6-part training series. Covers requirements and provisions needed to identify improvements in existing building systems and elements when the alteration involves reconfiguration of space up to 50% of the building area (Alteration Level 1), and additional improvements required when reconfiguration exceeds 50% (Alteration Level 2).
EBC Designing Structural Alterations: Module E – Chapter 7 and Appendices A & H (Course #S102925, Expires 10/9/28)
Fifth course of the 6-part training series. Introduces Chapter 7 and Appendices A and H of the EBC, guiding structural analysis and design of alterations, achieving comparable safety to that required in new buildings.
EBC Future Changes: Module F – Occupancy, Additions & Relocation of Buildings (Course #S110525, Expires 10/22/28)
Final course of the 6-part training series. Covers key concepts in Chapters 10 through 15 of the EBC, regulating alterations of existing buildings such as the relocation, movement or raising of buildings, additions and changes of occupancy.
